State seal of Georgia, three pillars representing the branches of government supporting "Constitution" in the form of a dome.  Confederate wartime manufacture for Georgia troops.  
Backmark: Blank back, deep sloping channel, likely the product of C Rouyer, New Orleans. (BlankLocal18)  
Two part convex coat size button, crude southern "local" manufacture, shank was lightly brazed and usually works loose.  
Stand up shank loose but intact, attractive nondug button, button is rare to find in this condition.
